Underground Power - West Greenwood

A Disclaimer from Councillor Brian Corr: Due to the fact that I live in this section of Greenwood, I have both a 'Proximity' and a 'Financial' interest in the result. This bans me from taking part in the decision-making process. 

West Coast Drive Decision:

  • In December 2006, Council passed a motion to examine "the issues and implications for the City, in the provision of underground power and street lighting for Local Enhancement Projects as part of Round Four of the State Underground Power Program" along West Coast Drive from Beach Road to Sorrento. The 'Financial Model' was, in short, that residents would pay 25% and the City of Joondalup 25% ($225,250.00). I voted for this at the time, stating in the Council Chamber that I would expect the same arrangement for Greenwood.

West Greenwood Decision:

  • The decision on the 28th August 2007 was to examine "the next stage (Stage 2 Detailed Proposal) of the Greenwood West Underground Power Project and the requirement to undertake a residential survey of property owners to establish the level of community support for the project proceeding given the proposed financial model." The 'Financial Model' being, in short, that residents pay 50% of the cost, a figure between close to $6,000 in 2010/11, when the work is proposed to be done. The cost to the City of Joondalup would be zero.

The Greenwood decision was not discussed at the Council meeting on the 28th Aug.08. It was passed en-bloc i.e. it was not 'extracted' for debate.

Residents in West Greenwood will be asked to vote on the issue in Sep./Oct. 2008. I will be voting against.
